Introducing our plans for Horrocks Mill.

Following a consultation with residents, our plans for new homes on land at Horrocks Mill, located between Queen Street and Church Street just outside Preston City Centre, have been approved. This will enable us to transform, this derelict brownfield site into a place that local people can call home by bringing more quality homes into the city centre.

The vision.

Our vision is to create a thriving new community that provides a mix of quality, modern homes within walking distance of Preston City Centre. The plans include:

  • Up to 380 new homes and apartments in different sizes and styles to meet local people’s different needs, including affordable homes, such as family housing including mews style houses to the north and west of the site, along with low-rise apartments to the east and south. This will include affordable homes.

  • New green, open spaces for use by the surrounding community, which could include play areas, or space for exercise such as trim trails, along with planting to encourage wildlife to create a relaxing, peaceful environment for the new homes.

  • New and improved walking routes into Preston from Queen Street and Church Street to provide better, more sustainable connections to the city centre.

  • Sustainable building materials to improve energy efficiency, helping residents reduce energy use and costs.

A consultation on the plans ran from 5th June to 26th June. We held an event at Onward’s office on Arundel Place (PR1 3RN) on Saturday 17th June between 10am and 3pm, where members of the development team were on hand to answer questions about our plans. This section provides answers to some of the questions that you might have about our plans for Horrocks Mill.

 
  • Horrocks Mill is a brownfield site and allocated for development in the Preston City Centre Plan, so an ideal location to provide new homes.

  • We will work with the Council and local partners to understand the additional demands that might be placed on local infrastructure, such as schools, doctors, and dentists. As part of the planning process, we will review the impacts and identify whether we need to provide anything to address this.

  • If the plans are approved, the development will be brought forward in stages to minimise disruption. We will also work closely with our chosen contractor to ensure that disruption is kept to a minimum.

  • As an organisation, we are committed to supporting local businesses and will ensure that local suppliers are used wherever possible throughout

  • We will consider all comments received as part of this consultation process and adapt the plans where we can. As this is only an outline planning application, there are still quite a lot of things to be decided on, such as how many homes will be built, and all this will be considered as part of the next stage of the process. A planning application will be submitted later in the summer.

What happens next

Now that the plans have been approved, we’ll move forward with decisions on some of the finer details of the scheme, such as the design of the buildings, which will be subject to a reserved matters application.
